The Civil Society Fund 2021-2028

Support from the EEA and Norway Grants to civil society reflects a firm recognition of the sector’s role in protecting and promoting democracy, the rule of law, and human rights, as well as countering discrimination. Civil society contributes to reducing social and economic disparities by fostering informed public debates, taking part in policy making, building social trust, and strengthening the participation of all, including minorities and groups that are marginalized, in democratic processes and civic activities.   

A total of 327 million euros, or 10% of the total of the EEA and Norway Grants, has been allocated to support civil society in the 15 beneficiary countries. 

Objectives

The objective of the Civil Society Fund is to achieve a vibrant and resilient civil society that protect and promotes democracy, rule of law, and human rights.  

Beneficiary countries

Project support is available to applicants in 15 European countries: Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia and Slovenia. 

In each country, independent Fund Operators (FOs) coming from civil society are contracted to manage the funds allocated for their country and ensure that they are accessible and respond to national needs.  

Norwegian partners

Norwegian entities (NGOs, institutes, private companies, local and national authorities and other entities) are eligible as project partners. For more information on project partnership, see here.

• Democratic values, civic engagement, information integrity and media literacy. 
• Civil society participation in democratic processes. 
• Human rights, anti-discrimination, and social justice. 
• Gender equality, including sexual and reproductive health and rights, and LGBTIQ+ rights. 
• Climate action, environmental protection, and a just green transition. 
• Organisational development and an enabling environment for civil society. 

 

Key actors and beneficiaries 

Civil society organisations in the Beneficiary States, working at the grassroots, local, national, or regional levels, are the main actors in achieving the fund’s objective. Social movements, informal groups, local community leaders, and human rights defenders are some of the most important partners for civil society organisations and may facilitate the engagement of specific target groups. 

European networks and think tanks may provide support for advocacy initiatives and knowledge exchange that strengthens civil society. 

In addition to supporting civil society organisations directly, the fund will benefit diverse target groups, including women, youth, minorities, groups that are marginalised, LGBTIQ+ people, migrants and refugees, and Roma people.
